Quarterly Essay 39 Power Shift

by Hugh White, Quarterly Essay 39 Power Shift Books available in PDF, EPUB, Mobi Format. Download Quarterly Essay 39 Power Shift books, In Power Shift, Hugh White considers Australia’s future between Beijing and Washington. As the power balance shifts, and China’s infl uence grows, what might this mean for our nation? Throughout our history, we have counted fi rst on British then on American primacy in Asia. Now the rise of China as an economic powerhouse challenges US dominance and raises questions for Australia that go well beyond diplomacy and trade – questions about our place in the world, our loyalties and our long-term security. Will China replace the US as regional leader? If so, we will be dealing with an undemocratic and vastly more powerful nation. Will China wield its power differently from the US? If so, should we continue to support America and so divide Asia between our biggest ally and our biggest trading partner? How to defi ne the national interest in the Asian century? This visionary essay considers the shape of the world to come and the implications for Australia as it seeks to carve out a place in the new world order. “This year China overtook Japan to become the world’s second-biggest economy. It is already bigger, relative to the US, than the Soviet Union ever was during the Cold War. A Chinese challenge to American power in Asia is no longer a future possibility but a current reality. Few issues are more important to Australia’s future than how this plays out. You would not know it to listen to our leaders.” —Hugh White, Power Shift

Quarterly Essay 68 Without America

by Hugh White, Quarterly Essay 68 Without America Books available in PDF, EPUB, Mobi Format. Download Quarterly Essay 68 Without America books, America is fading, and China will soon be the dominant power in our region. What does this mean for Australia’s future? In this controversial and urgent essay, Hugh White shows that the contest between America and China is classic power politics of the harshest kind. He argues that we are heading for an unprecedented future, one without an English-speaking great and powerful friend to keep us secure and protect our interests. White sketches what the new Asia will look like, and how China could use its power. He also examines what has happened to the United States globally, under both Barack Obama and Donald Trump – a series of setbacks which Trump’s bluster on North Korea cannot disguise. White notes that we have got into the habit of seeing the world through Washington’s eyes, and argues that unless this changes, we will fail to navigate the biggest shift in Australia’s international circumstances since European settlement. The signs of failure are already clear, as we risk sliding straight from complacency to panic. ‘For almost a decade now, the world’s two most powerful countries have been competing. America has been trying to remain East Asia’s primary power, and China has been trying to replace it. How the contest will proceed – whether peacefully or violently, quickly or slowly – is still uncertain, but the most likely outcome is now becoming clear. America will lose, and China will win.’ —Hugh White, Without America Hugh White is the author of The China Choice and Quarterly Essay 39, Power Shift. He is professor of strategic studies at ANU and was the principal author of Australia’s Defence White Paper 2000.

Quarterly Essay 59 Faction Man

by David Marr, Quarterly Essay 59 Faction Man Books available in PDF, EPUB, Mobi Format. Download Quarterly Essay 59 Faction Man books, The top job is within Bill Shorten’s grasp. But who is he? How did he rise to become Labor leader? And does he have what it takes to lead the country? In this dramatic essay, David Marr traces the hidden career of a Labor warrior. He shows how a brilliant recruiter and formidable campaigner mastered first the unions and then the party. Marr presents a man willing to deal with his enemies and shift his allegiances, whose ambition to lead has been fixed since childhood. But does he stand for anything? Is Shorten a defender of Labor values in today’s Australia or a shape-shifter, driven entirely by politics? How does the union world he comes from shape the prime minister he might be? Marr reveals a man we hardly know: a virtuoso with numbers and a strategist of skill who Labor hopes will return the party to power. “Australians distrust Shorten almost as much as they distrust Abbott. That’s why this election will be fought on trust. It’s going to be dirty. At the heart of the contest will be Shorten’s character. All the way to polling day, Australians will be invited to rake over every detail of his short life and hidden career.” —David Marr, Faction Man

Shifting Power In Asia Pacific

by Enrico Fels, Shifting Power In Asia Pacific Books available in PDF, EPUB, Mobi Format. Download Shifting Power In Asia Pacific books, This book investigates whether a power shift has taken place in the Asia-Pacific region since the end of the Cold War. By systematically examining the development of power dynamics in Asia-Pacific, it challenges the notion that a wealthier and militarily more powerful China is automatically turning the regional tides in its favour. With a special emphasis on Sino-US competition, the book explores the alleged linkage between the regional distribution of relevant material and immaterial capabilities, national power and the much-cited regional power shift. The book presents a novel concept for measuring power in international relations by outlining a composite index on aggregated power (CIAP) that includes 55 variables for 44 regional countries and covers a period of twenty years. Moreover, it develops a middle power theory that outlines the significance of middle powers in times of major power shifts. By addressing political, military and economic cooperation via a structured-focused comparison and by applying a comparative-historical analysis, the book analyses in depth the bilateral relations of six regional middle powers to Washington and Beijing.

Do we want to remain a middle power? What kind of strategy, and what Australian Defence Force, do we need? In this groundbreaking book, Hugh White considers these questions and more. With exceptional clarity and frankness, he makes the case for a reconceived defence of Australia. Along the way he offers intriguing insights into history, technology and the Australian way of war. Hugh White is the country’s most provocative, revelatory and yet realistic commentator on Australia’s strategic and defence orientation. In an age of power politics and armed rivalry in Asia, it is time for fresh thinking. In this controversial and persuasive contribution, White sets new terms for one of the most crucial conversations Australia needs to have. ‘This book, by one of Australia’s leading defence policy thinkers, will be a very important contribution to our national discussion in coming years. Hugh White tackles many challenging issues and opens up the new debate that we need to have as Australia plots its course through a changing international environment.’—Robert O’Neill, former Chichele Professor of the history of war, University of Oxford ‘Hugh White is among our most knowledgeable and practised strategists. While I am strongly supportive of the US alliance, How to Defend Australia is a serious work from a serious patriot that requires close reading. It deserves a wide audience.’—Kim Beazley

The China Choice

by Hugh White, The China Choice Books available in PDF, EPUB, Mobi Format. Download The China Choice books, China is rising - how should America respond? That could be the crucial question of the twenty-first century, according to strategic expert Hugh White. It is also a crucial question for Australia, affecting our future economy and security. In this essential book, White considers the options for the Asian century. As China's economy grows to become the world's largest, America has three choices: it can compete, share power or concede leadership in Asia. the choice is momentous - as significant for America's future as any it has faced. White controversially argues that America's best option is to share power with China and relinquish its supremacy. As these two behemoths face off across the Pacific, the choice America makes will also have an enormous impact on Australia. The China Choice is an urgent intervention in the China debate and provides a blueprint for a peaceful future. 'This is an extremely important book, by far the most important contribution so far to Australia's debate on its relationship with China. One hopes that White's argument in time might prevail not only in Canberra, but also in Washington DC.' Martin Jacques, author of When China Rules the World 'The China Choice is an exceptionally thoughtful synthesis of the arguments and influences which bear upon the coming shape of the Pacific.' Paul Keating
